No our biggest problem is Joe and Jane average making bad decisions for whatever reason. Whether that is a bad driving attitude, poor driver training or simply not caring about the job at hand which is driving a 1500kg motor vehicle.

Yes/Looks like the answer to the increasing road toll(according to this guy)is to stop importing any Japanese vehicle new or used unless its made specifically for NZ and only import new or used Euros.it would be good for repair shops and the number of vehicles on the roads would be reduced as most of them would be in those repair shops so the road toll would be reduced.Pedestrians and Cyclists might increase though.

I think improvement in vehicle safety has been a big factor, as has improvement in road design. I dunno how you fix the "idiot" in many drivers without either making transport ridiculously slow, or spend huge amounts separating all major roadways where traffic comes from opposing directions. Expressways seem pretty good, the amount of traffic they move at the speed they move it vs the death rate speaks for itself I think moving all but essential freight off the roads would be a good start to reduce the toll, then it becomes really difficult without drastic open road speed reductions which are simply stupid
