Why Restricted Licences have 10pm curfew?

What is so special about 10pm? If a person is able to drive at 9.55pm without supervision, why is it that all of a sudden at 10pm, he/she needs supervision?

It makes no more sense than also being allowed to carry members of your family but only if they are on some sort of benefit.
Why is driving a sibling that is a student or has a job around classed as dangerous and against the law but its allowed if that sibling is on the dole or DPB? For some reason that is safer?

the 10pm restricted licence curfew is part of the graduated driver licence system that NZ introduced in 1987.

The graduated licence system was a run away success in terms of reducing harm to young and novice drivers. Other countries followed our lead.

The reasons for restrictions on novice drivers (Learner and restricted licence) is to remove them from riskier situation.

The 10pm - 5am curfew corresponds with the time people typically sleep, and also with the time when parties typically end. By having this curfew over novice drivers, it means that they are removed from decisions around fatigue, alcohol, peer pressure etc that experienced drivers make in these hours.

Yes, there are already laws in place that cover these things, but data clearly shows that the presence of the curfew reduces harm.

If you work night shift, I think you can apply for an exemption to get to / from work.

Very naughty! BTW, I put in an offer to buy my 3rd Ferrari today. Two years old and will go nicely with my 3 year old one (same model) and my 2002 model.
