A very common political strategy. Not so far into the future that those who think it is a good idea will not live long enough to see it, but far enough into the future that that we'll have a different government by then so it won't be this lots' fault when it doesn't happen.

we are a cheap plonk society with champagne ambitions. It's going to take a long time before second hand ev's are cheap enough for many Kiwis to afford, and I suspect they might be reliability time-bombs by then. You get the feeling that by that stage, our betters would prefer us to have 'no car'.
