Can anyone tell me what this part is please

https://trademe.tmcdn.co.nz/photoserver/full/14274 It is in a 1997 Mitsubishi Legnum 1997. Just under the throttle body. It is making a noise when the ignition is on. Is that normal?

My pick would be a throttle position sensor or idle air bypass valve

Thank you. It looks like it is the idle air bypass valve.

IAC valve.
Does it stall when you come to a stop?
Mine started doing this & I think it strips the plastic gears inside. I did clean out bypass with throttle body cleaner & that didn't do much. So I screwed the idle stop screw in a bit more to raise the idle revs.

If it doesn't, it's working good.

i cant clearly see where it resides,

yup looks like idle air

it needs to be plugged in and working or it is a wonder it runs at all . as it constantly has to regulate for target idle Rpm usually 850 +- 50 rpm

you also realise if you unpluged it you will have a code stored for it. as codes are not parts to replace, codes are programmed parameters that the system sees outside operational window. like open circuit code now that you unplugged it.
