In a way yes , assuming you mean the butterfly spindle? worn shaft or bushes causing air induction and reducing max vacuum pressure in the venturi chamber altering fuel/air ratios ,The fuel will more likely leak out the sides of the carb and flood inside the carb to that eefect!

It can be fixed if the shaft is ok and the rest of the carb is ok.Not many carb shops around these days ,unless you give it a go yourself fitting new bronze bushes. Otherwise time for another carb.

Aisan carb . OP The bushes are still in stock and available, like around $ 9 each , or more$ for a shaft rebuild kit including new shaft, butterflys etc.via post ,so no biggy cost ,Just do your own keyword search and go from there >I'd hate to pay for a new carb ! also try local for a good second hand carb and use the other for spares if the vehicle is a keeper. ie and at other places like https://www.ricambicarburatori.com/contents/en-us/d824_Aisan_Carburetor_Parts.html

Although not overly familiar with Aisan carbs with some decades of tuning carbureted engines under my belt my answer would be no, in most cases worn throttle spindles will not cause a carb to flood.
First port of call would be float valve, float level adjustment and float integrity (i.e. does it still float). A small note here that over vigorously pumping the pedal on startup can also cause an engine to flood.
Worn throttle spindles will however make an engine a nightmare to tune at lower rpms and partial throttle openings; with variable venturi style carbs this nightmare has the potential to rapidly become a horror movie! (Thankfully to the best of my knowledge Asan carbs are fixed venturi).

Good points ,many reasons for flooding ,stuck on auto choke is another common one also more apparent with changing seasons.Every worn out spindle bush ive ever come across had leaking flooding and running problems .I accept that Op has checked those other things and the reason for his post because the flooding issue is still there.Friday night drinking ha lol.

Datsun 1200 prior to 1982 or Nissan 1200 onwards , aisan made in Japan which is part of east asia.I Worked for a Nissan franchise at GT Gillies in Oamaru from 79 to83 and we did the badge change over in 82.
