Failed wof?

all passed OK including brake test. they failed it saying that the brake pads are worn. I actually have the pads in the car ready to fit . , but can they fail it on that!

It may well have passed the brake test ,they just confirmed to you imminent failure and they are near end of life or possibly your life or someone else's if it went out the door is the reason why ,the inspectors don't want that hanging over them for life and cant blame them.!.It is the owners responsibility to keep the car at a safe standard and maintain it.
And they rightly failed it and you know it !, otherwise you'd have fitted the pads before you went in there.

You actually don't know that re the brake pads being in the car. A bit too quick off the mark there! For all you know he picked up pads (after the rejection). But hey let's hear from the OP. But yes, the pressure test is one thing but IF the pads are worn below the limit then yes it is a fail.

Dunno After all how many times can you wash and re use a condom?
Where brake friction material is BONDED to a steel backing and gets that thin that the BONDING resin over heats and it becomes steel on steel and does NOT stop .
well a fail is a fail aye?

Seems #2 has it.

Seems fairly reasonable for a WOF test to required break pads replaced when low, despite continuing to function correctly.
