OP asked for wheelbarrow sized wheels for a beach trailer which needs to be road legal.
Generally "Beach trailers" are for lightweight boats that are launched by hand by one or two people.
As an example a laser yacht has a hull weight of 60kg. other parts would add up to less than 20kg. As another example a 3 - 3.5m RIB with a 15hp yamaha 2 stroke engine comes to under 100kg (plus fuel).
Having spent a lot of time around small boat sailing stuff, road legal beach trailers were fairly rare. The preference was generally to have a dedicated beach trailer (sleeve bearing wheels, generally lightweight corrosion resistant aluminum etc), and when required to slide / lift the boat complete with its beach trailer onto a road legal trailer.
Meant the road trailer (especially wheel bearing) didn't get constantly immersed in salt water, that general use garden trailers could be used as the road trailer (as long as they were long enough), and anti stone chip ' road grime shields to be added to the road trailer. Also the dedicated beach trailers were way lighter and easier to move around, and with a rack on the road trailer multiple boats could be stacked on a single trailer.
