The size of a house is measured from the inside or outside and is the garage included if its connected also if its not connected?

Normally over foundation , If the garage is separate it is not included in the house sqm

in relation to building laws. I did ask nagbour 30m2 size for permit free garage. The answer from architeckt women was it is the footprint .
