Can anyone tell me if caught

Oddly enough . I have been in similer situations from time to time, both domesticly like above & commercially in a retail job situation .
For SOME ppl, it's all it takes is a decent yelling at (with exact factsof course), a couple of well placed swear words & a total "no nonsense" approach to sort them out.
The 1's I have done that to, have been fine after the event

Of course . if you get the timing wrong.

Next time tell the cops that he was walking with a bit of a stagger when he got in his car. They seem to take drinking and driving quite seriously, not that you said he had been drinking.

Cop will put a non op order on the car (pink sticker) if WOF is way out. + driver will get some tickets for driving without WOF + reg.

Need a court bailiff there for car to be seized, which does happen during stings.

Car is now unclamped.

your simple question was why has no-one done anything about this after you had complained over 20 times, this is after you had complained to the council (and they sensibly ignored you demands for them to intervene)
so you came on here
and got someone elses response to your actions

the miss nice girl façade collapsed rather quickly, how dare he want to be alone on xmas eve as he remembered family members passed - it is just not done, especially when you have 45 people upstairs who's only contact with you has been petty squabbles about mail boxes
