From experiance, police do not have to wear their hats when dealing with you, or any item of uniform in fact. As long as they can identify themselves as police. Also the hi-viz vest is not a requirement. It is recommended but there are sutuations were a hi vis may not be worn.

Watch Police 10-7 and you will see the Police don't always wear their cap. The wearing of the cap is more a formal dress rule now.
