thtats because it is a immigrants car when you live oversees you can bring a car proof of specific time ownership is required and 5 year no selling is attached to that.
be interesing to know what exactly it is and what date he got it complyed.
1 january 2012 is euro4 emission before was euro3 on diesel have to be euro 4 since ages .

That used to be the rule, but now it is 20 years old at the time of compliance.
People were literally missing out by a few months and technically could never be registered.
Many years ago, I bought a 1971 mustang in feb 91 and since it was first reg in aug 71, it was not under 20 years old 'at the time of importation'. I and many others thought that was unfair. All changed now.

Remember, they don't have to meet the collector criteria if the other 3 are met.
Submodels are taken into account also, so Camaro Z28 for eg would be treated differently. Not a collector car but under 20,000 made most years, so would be ok.

So glad motorcycles don't have this problem lol.unless there are laws saying which side the gears/clutch has to be on!

Unfortunately, no.
Although it's over 20 years old by 2016, the fuel emissions law from jan 1990 applies to your particular vehicle.
I recommend you google LHD rules. Plenty of info online.
With any LHD vehicle, you need to show an ownership trail.
Even if you had a corvette ZR1 which clearly qualifies, it won't get complied unless full supporting paperwork is included in your application.
An export certificate alone, is not enough.
