For the likes of ACC. What makes a "good driver'! One who has lots of non injury, minor accidents or one who has never even so much as scratched their car before but has one accident that seriously injures someone long term.

Oh no, they can still keep numberplates on vehicles, linked to a registered owner - why would you change that! The system I would envisage would be similar to the likes of carrying your insurance papers in the states, police can check if you are a current registered driver when they pull you up, you show your rego card or whatever

Most of the western world has WoFs or their equivalent.A lot of places dont need them done as often . and that can be a good thing sometimes . but they still have them.
Although it's a nuisance I can see why we have them . aging cars, substandard roads and LOTS of highway driving.

Aus has a lot of jap imports now . the originals come through Adelade I believe
