Having a tail light bulb out could cause the car behind you to hit the back of you.
A split wiper rubber could cause your road vision to become blurred and you could crash.
Pretty simple really.

We actually already have that. It's called operating a vehicle not up to WoF standard. Even parking wardens can issue an ION for a bald tyre.

Yep we do, its called random stops by the police if you've got an obvious problem with your car and the existing pink and green sticker regime that is already in place.In other words what happens currently, perhaps with more of a focus on general problems as opposed to those of a boyracer nature.

You have a very narrow minded view if you think "boy racers" are avoiding wofs for their 20K plus cars which are modified. You may be confused with "losers" that put a big exhaust on a 1300cc 3 coloured jap import thats 20 years old
