Yes many do, in in the trade,I look after my clients. Not every mechanic is the same but some of us in the trade are customer focused and do the right thing. If your mechanic isnt, doh thats nothing to do with me.
Of course many would not dispose of waste for free many would for regular clients. Doh!

it's a horrible way to die. as it crystalises in the kidneys [I think]. a slow & painful death - my partners vehicle was leaking & the pup was seen possibly lapping some up [it's sweet] & it cost me $700 in vet fees and the vodka I had to buy for the pup was extra.

This was Hutt City Council in 2010 "Practically we impose some constraints on the franchise dealers as they have the greatest quantity. Although if they are smart and get rid of it as they gather it rather than bulk it up they can avoid the need for it being disposed to the waste treatment company. For the smaller guys we allow them to decant out any solids/scale and dispose of the liquid to sewer. key thing we stress is none to storm-water. "

It doesn't have to be the toilet, just any sewer drain, just tip it down the outside sewer drain like where the washing machine water goes for example.

Actually that's what I would do with it. We live rurally and I would put it around the edges of the drive or something. Used oil is also a good weed killer.

Im sure the local garages will be pleased to take all yourcar fluidsfor disposalfree. Take it to the tip & leave it at the waste oil & paintsite, if they have 1some councils charge you todump it on top ofentrycharge .
