Amon is widely regarded as the best F1 driver to never win a race.
Denny and Bruce have to be contenders for best Kiwi driver also.
Best driver in many forms of Motorsport would Gentlemen Jim have many competitors for the title!

Chris Amon is definitely a great Racing Driver, but the greatest Kiwi driver title!

14 years in Formula 1 was a brilliant achievement including three years as the number two driver for Ferrari, yet he never won a single Formula 1 championship race, in fact it was Enzo Ferrari that said "Amon was the best formula one driver never to have won a F1 race".

There are other great names not yet mentioned, world champs, etc.

If you're talking who has left the greatest mark on motorsport, it has to be Bruce McLaren. Arguably not the best driver NZ has produced, but one of the best. But he has left a massive legacy.

As only a driver, hard to go past Denny Hulme, F1 world champ, dominated CanAm with Bruce McLaren, and raced in all sorts of events. Plus he started out racing in MGs ;)
