Is the dullness a cloud on outside of glass? Is glass smooth to cloudy? Very often the dullness can be removed with headlight restorer compound from auto shops like super cheap. It works. Heard toothpaste can work too so try a bit of toothpaste on dry rag. Rub one spot until it clears. If it worked get some headlight restore compound.
If it's rusty on inside then you can't fix that but there heaps of these being wrecked.

I used fine cutting compound on my car, no worries & if you dont have any its 1/4 the cost of healight restorer. or maybe try some Jif

Henderson Valley Road opposite Henderson High does VW (Has a few Kombi's outside), also a guy at 63 Parrs Cross Road, is a VW specialist.

Sorry, I can't help ya, it's been a decade since I've lived in Auckland, and I'm not the biggest fan of European cars either.
As for looking for a new car, the best advice I can give is to make sure any cars you want to buy are inspected BEFORE you buy them. Once you've won the auction it's too late to change your mind if it's not up to par. If you find a good euro specialist to service your existing VW, that would be the best person to inspect any prospective purchases for you.
As to what a turbo is, a 'normal' engine "sucks" in air which mixes with fuel and is then ignited in your cylinder. A turbo is essentially a fan which forces more air in, which means more fuel can go in, which means a bigger bang and more power from a smaller cylinder. Again, needs to be inspected before purchasing, as turbos don't put up with neglect and can cause very expensive issues if they go wrong.

For vw only take it to places whom know what they do and have the oem vw scanner or the rosstech-vcds vw uses channels for functions like on a cb radio groupe channel and headligts often need adjust relearning via scanner.
for big outfit only use gilltrap presteage the other is a gungster.
