is the interior roof lining considered as a wof issue if it is saggy / drooping or missing

Only if its so bad it affects your ability to see out or blocks the rear view mirror.

There is no specific rules about them, where there was an obvious danger of it detaching and falling on the drivers head and obscuring vision it would be regarded as a dangerous fitting and likely be ordered to be attached properly or removed. A more interesting scenario would be if curtain airbags were involved, any OEM coverings of airbags must be in place and in good condition.
