Yes. It saves Westfield from having to have their own staff when their core business is shopping malls not parking management.

Without wanting to hijack the thread, I really think it would help retailers if the councils stopped enforcing fines for no registration.
Its just a pointless tax on the poor. Continuouslicensing means the Government will always get the money anyway. Enforcing the fines just drives business to the malls and forces people on the breadline into a poverty trap as the fine disproportionate to the offence and is more than enough to break the financial camels back.
Likewise this attitude of "oh you can pay the fines off" doesn't help people on low incomes either, the money still has to be paid.
Furthermore several times I have renewed my vehicle license online and not received a new label. I should not be fined for the failure of the system.

You don't have to display the new label if you applied for it before the expiry of the previous license and haven't received it for a period of 7 days. Have some fun with that.
