You are quite correct. However there are a couple of points. Only cars of the last 15 years or so have been deliberately set to have their speedometers slow. This was a conscious decision by vehicle manufacturers when speed cameras became popular world wide to avoid litigation.
Thats not what I am talking about here though, what I am talking about is people often forget that cruise control does not hold a perfect speed. Your speed increases and decreases around the limit you set depending on the terrain.
Even in a brand new car this variation is considerable. I remember reading a poll on BMW mini's some time ago. i think about 14km/h over the set speed was not that unusual.
Remember the Police tolerance of 4km/h is really a tolerance of 1km/has the radar is only accurate to 3km/h. There will also be no excuses which is PR spin for saying the Police will not be using any discretion.

You are missing the point entirely. Because there is effectively zero tolerance (when you consider the accuracy of Police Radar). People who think they are doing everything right can still get caught (see the cruise control statement above).
I don't intentionally speed and I am not pushing for an excuse to. However having been caught out by this kinds of stupidity in past I am very aware of whats actually happening.

* Don't Drive * Don't use cruise control unless you set it to 85km/h * Drive at an indicated 90km/h or less * Brake heavily down hills * Don't pass on a passing lane unless the other car is doing 80km/h or less, instead form part of a growing que behind them and hope someone doesn't get impatient and do something stupid.
gunhand, you should try doing some trips from Tauranga to Hamilton on a regular basis. The Police are just dirty sum, setting up shop right at the end of passing lanes, bottom of hills and areas with freshly changed speed restrictions. They are rude for no reason, accusatory, snide and blatant Bully's.
I would not have believed it myself if I had not seen it with my own eyes.
Aside from the revenue gathering, how about just doing some proper Policing that will actually catch speedsters instead of trying to catch out people who think they are following the rules.

I am pretty sure you do. Incidentally the "attitude test thing" I am sure it exists but the point with these changes is there is no discretion at all. If the radar gun shows 105km/h you will get a ticket every time. Thats what they have officially stated.
You notice I say "if the radar gun shows" well it can show 105 if you are doing 102 as thats within the margin of accuracy of the Gun.

This is the thing, more and more people are going to be getting these fines. They have to as the government will not tolerate a reduction in revenue and tolerances have to be continually lowered to maintain the status quo. Which was fine to a point but now we are into absurd territory.
Its clever though, by making it "not politically correct" to be considered a speeder (even if you were only 2km/h over the limit) it shames people into towing the line and not complaining.

A friend I know just got done for "failing to stop" and it was a give way the officer treated like a stop. Taken pictures etc and wrote in and been told to pay anyway. They basically said take us to court over it so it's going to court. I went hamilton to auckland a lot and they sat in real dirty places coming into town, used to annoy me and the only reason I didn't get nabbed is I actively read further ahead than most people and spotted them pretty quick.

Thats exactly how I feel. I drive safely and to the limit as indicated on my Speedo, I just want to do so in peace for goodness sake go and do some proper Policing.
I am sick to death of good people being actively targeted on technicalities while real criminals run free. Thieves, fraudsters etc are actively ignored by our Police and it has to stop.

They think they've solved something, but I've noticed that traffic actually gets along better when they enforce this crap. My reason: Most Nana's drive with their speedo reading 100, when in fact they are doing a true speed of about 95/96. The plods advertise that they will enforce a 4k tolerance, hence they change the mindsense of mindless Nana's so they now drive with their speedo reading 104, and they're actually doing 100 - and holding me up less. What they've really achieved is to encourage those Nana's to drive faster. And they now don't slow down to 90 on the hills because they have better momentum.And they probably don't go to sleep like I would travelling at those speeds.
I'll just have to alter my speedo reading to about 108 instead of. not gunna tell ya! And 'stick' the radar detector in.

No one says you have to do 100 all day long, its a max speed not a must do speed. Beside if your speedo is reading 100 you are probably doing 95 in reality.

If the speedlimit is 100 why can't I do 100 all day john! Driving from wellington to auckland I can do it happily apart from the odd few towns. My VN stops about as fast as a tank so I tend to drive it slower, the mr2 just about breaks your neck in the dry so tend to go faster cause it's also a drivers car and I enjoy it. I know those 2 cars better than any goddamn cop could ever tell me, in fact driving in general as far as most cops go and take offense to some of their attitudes.
Not all the police enforce that silly 104 junk, a lot of ones that do turn out to be tossers.

Trouble is now apparently they do. They have stated there is to be no discretion, couple that with the radar only being accurate to 3km/h and you can and will get a ticket for doing just 102km/h if the radar happens to be reading 3km/h high.

Actually yes, it was an active decision about 15 years ago by most manufacturers to avoid litigation over speed camera fines.
However, that does not mean that all speedometers are reading low, thats kind of the point even new speedometers are not very accurate.
Also, older cars which are fully legal and allowed to be used on the road still are not set that way.
To use the "all speedo's read high" argument for having effectively no speed tolerance is folly.

yeah i got a $30 ticket too, although it was near a school (but not in school time) and that is 5kph above the speed limit. i now cruise around at 50kph like your meant to. so along with a $30 gain it did teach me a lesson

It has been a requirement in law in the European Union (which legislates on EVERYTHING in those countries) for quite some time that all vehicles to be sold in Europe MUST have speedometers reading between 3 to 7% optimistic so that at an indicated 100kph a vehicle will actually be doing at most 97kph.So all manufacturers who wish to sell vehicles n Europe must comply.Also in the European Union the law states that any modification to a vehicle (e.g. wheel size changes) that results in the speed differential being overcome is illegal.A point - this 4kph tolerance is now a year old and in every case when it has been applied the road toll (not just the death rate) has dropped and remained consistently low.So, of course the law will claim it is a successful ploy.Why wouldn't they!

A year or so ago I was representing an (accused) speeder.He was speeding all right having been recorded at 147kph.When he was in the dock he decided to give an outburst against the Police officer who was operating the camera.(and yes many of them ARE Police officers!) and of course used the old dog."Revenue Gatherer etc etc!".The officer calmly came back and used something I will never forget."To be a revenue gatherer I need to have a revenue provider.If you decide to exceed the posted speed limit you become a revenue provider.If you don't provide, I don't gather".There is very little answer to that.Smiles from the JPs!
