From 1 August 2011 only the following vehicles may be licensed as exempt Class A:
Pedestrian Controlled Goods Service vehicles;
Motor vehicles propelled and supported solely by self laying tracks;
Mobile machinery used on roads only in road construction zones in accordance with notices declaring such zones; and
All Terrain Vehicles.

That is correct, so if the police pull you over for no WOF you have a defence.
A parked car is a different story, as it's not 'being driven to get repairs' so the council will slap a $200 'incorrect rego ticket' on it.
Morale of the story - only park in private car parks like malls and supermarkets if you have A rego!

i got a ticket in countdown car park in blenheim. the rego had fell off and was sitting right side up on the front seat. wrote in and explaned but didnt get off ion, not displaying rego. not all supermarket carparks are private.bugger

<LOL> I have no idea!I just looked up the rules for what 'A' class covered because there seemed to be some considerable confusion on here.
You *would think that with everything on computers now they would have caught that.
