have heard it many many times over the years about Acc & Winz withholding entitlements to get a bigger bonus.
Oddly enough, the story stays pretty much exactly the same.
Most urban legends will twist a bit , but not this variation (ya know, just saying .& >>>)

My mistake , his exact words were he is expected to create a certain amount of revenue.
As a member of the NZ police he would not lie,
To be straght up , he is a very close friend and I believe him, He is passionate about road safety and still has common sense to know when he is dealing with a dickhead or an honest citizen whom is just over the line

I think its like any business, they need justification to keep you employed and it can be very easily measured in dollar values

Previous next door neighbour was an ex-diplomatic service cop almost at retirement age and when he was told he had to get to ticket x number of bodies (not just motoring related), he told them to get stuffed.He could afford to.
Of course you won't see it written down and never will.As in any discipline service, there are written "Standing Orders" and there are daily briefings/roll calls, inspections etc.What is said at these briefings is not written down.Regardless of where you work,there are performance measures (more so in some professions and trades than others).Some of them are plain stupid and totally misguided - but it satisfies someone up the chain of command.

A way, not necessarily THE way.
A cop may stop 20 guys in a shift and dish out well intentioned warnings or advice as to how to improve their driving, but issue no tickets.
Another cop may stop 20 and issue 20 tickets for doing 53kph in a 50kph area.
One may earn respect and long term, have a positive effect on road safety.

I suppose the cop who gives out only 1 ticket a day is subject to the receiver of that one ticket believing that they were treated unfairly by having had the bad luck of being dealt with by a cop who must have no sense of discretion with anyone because they received a ticket.

The other 19 drivers who didn't receive a ticket from that cop!

They won't comment in this thread. That's just the way it is.

53 in a 50 is a bit rough though. If that were true.

No, if you haven't got a WOF you get a fine, but they might cut you some slack knowing that you are too'oing anf fro'ing to get rechecks. Now if you are still driving your car with no WOF and not actively fixing the car, say using the car for errands, not WOF repairs then you deserve the fine.

Probably because for the last 35 years my profession has had a lot to do with setting up incentives, labour measurement and management control systems, I am only too well aware of how misguided a lot of senior management are, when it comes to measuring the effectiveness of employees, whether in management or on the production side, so I take a keen interest in these areas.

Re the ticket quotas i have no idea if they do or dont but most Govt organisations operate some sort of performance based pay system or bonusI have no reason to doubt that the police would have something similar.Given that i would say you could almost certainly expect some sort of quota or numerical target system is in place.Winz and ACC operate such systems and in respect of ACC they have recently admited that they have target numbers to meet in their "contract" with the gubberment.
