Possibly a Singaporean import where the electrics stuff out (eg intermittent faults with the ABS and Airbag light) so it might not have switched off in time to get a wof.
Or maybe it's made of monolithic cladding and is a disaster waiting to happen!

Probably because like a lot of people, they just havn't got around to it yet.
