It looks like Japan is changing a bit as a result of the Tsunami.
Monster Tajima has an electric protoype for this year's Pikes Peak.

Nothing to do with the Tsunami hes just going for an outright win in the EV class, as are Mitsubishi Motors

I think the Japanese are looking for long term alternatives to coal (where most of the Japanese electricity is sourced from) and nuclear.
