Hi, can any one help please? When idling the car seems to surge, could it be idle control valve, and how best to deal with it. cheaply!

Start by cleaning the throttle body.

Yes it certainly could be. Remove and spray with throttle body cleaner. Refit and whack side of valve with 24mm ring spanner a few times while running. Might free it up. Or wreck it. Either way you're no worse off!
