Thieves aren't going to buy plates to put on stolen cars, they simply steal them.
Makes as much logic as those battery back up sirens in alarms. Yes that's right the thief is going to take time to carefully cut the wires to the siren so it doesn't sound. Yeah right, they are going to take one mighty quick swing with a hammer rendering it useless far quicker than a pair of snips would.

I have seen two sets of personal plates the same Before would it be legal to have these and how come They had been issued

My son (being the naive bugger that he is) brought a motorbike last year with a correctly matching number plate for that type & model of bike. Turns out it had been stolen several years before & had a checkered history only known at that time by the local police force. It took some digging to get the real facts about the bike & was later confiscated & returned to the original last owner. Last info was they hadn't been able to nab anybody for anything to do with it. Only clear reason was that it was stolen by a person or persons they couldn't name in Ngaruawahia & under the age of 18.
