How low the vehicle can be certed for is going to depend on what the certifier think is safe for that particular setup.

Wrong. When a car is lowered under 100mm the cert guys check a lot of things such as the remaining adjustability of the suspension, the bump and droop travel as well as the bump steer characteristics as well as fouling.

Generally, the springs ALWAYS have to be captive.

If the springs are captive, over 100mm doesn't require a cert so long as the ride height is fixed (no adjustable spring perches). Below 100mm or adjustable spring perches ALWAYS require a cert.

if the suspension is lvv certed it will show on the plate what size rims you used and the height front and rear of the car in mm (+ or - 5%)if this differs when you go for a wof inspection it will fail, just make sure your happy with all the mods before you get a cert ie: rim sizes and tyre sizes can effect the height difference so keep that in mind ifyour thinking about changing anything later, I havent come accross a lvv classed ma car less than 100mm yet.
