Fiat Punto, Super economical, reliable, parts are cheap and easily available. Galvanised so no rust issues. You can get a good one for under 2K. The MK1 (which is the one in your price range) is pretty much only available in manual.

Get something that you have a huge parts supply for. Corolla, Mazda Astina, Civic, all available cheap and plenty of replacement guards, lights etc. Yes, rear wheel drives are fun to learn in but not a necessity these days. I know kids now who will never get the chance to drive a rear wheel drive car.
