Doug, the very first thing to do is to ring your insurance company and find out what car/van they will insure him as a named driver on. You might find anything bigger than a 2L is out, engine-wise. - also compare the costs for third party fire and theft, and full cover. :)

Full insurance on a cheap car for someone of 17 is not worth it,it will be costly. Especially when he probably does not have much money to being with, save the money for repairs and be a cautious driver. Had insurance companys do not just go on cc alone, so basically you want to narrow it down to some make and models that are insurable.

yeah, it is important to check insurance prices first. id go for the 3rd party fire/theft option. I just bought an integra type r (im 18), and full cover was just way to expensive($1200 plus), and even a standard toyota levin was over $900 per year!
