Actuator (output) in fuel system.

I am doing a report on fuel systems and have realised that there is next to no information on actuators in fuel systems on the net, so I thought I'd ask here.

I understand the basic concept of them, that they are a unit that converts the readings from the sensors in a fuel system into movement. And that they are pretty much the hands and arms of the ECU, but how would you meausre this with a multi-meter! Do you use DC Volts! AC Volts! Hz Hertz or what!

And what types of readings would you be likely to be getting in different conditions!

Any information would be greatly appreciated.
