Is the working of elctric windows required for WOF

Just aquired a car with a new warrant which the front passenger and rear drivers side passenger windows don't work.I was wondering wether that should have been working to gain WOF!

as long as the windows are in the up positionto read the standard window codesthat it complies it will pass

you dont even need window glass for a wof but if its got glass fitted it has to be inspected for its markingsso if its not fully up wof fail is possibile, working up and down not required as per above.
