Ah yes, sorry . Cloth seats, feel pretty hard wearing being a commercial van (2010) and the paint I would think would be water based acrylic

Try spraying CRC Brakleen on it, will not affect virtually any surface. Excellent for getting grease off anything including carpet as it has dry cleaning fluid in it!

Op before using any kind of product on the seat cloth. Try scrubbing the fabric with a stiff bristle brush like a nail brush.the paint spots might just be sitting there
