You don't even need to have the engine running - just turn the ignition on to 'ON' position and watch the LED flashing.

amen! listen to this guy and do what he says, then there's a good chance a logical fault-finding progression can be followed, followed up by asking sensible questions on this or Mitsi specific forums. The "shotgun" approach does *not* work (except by luck) unless they are educated guesses/hunches. The (slowly revealed) symptoms are also important clues, but only in conjunction with the fault code/s and some knowledge.!

were abouts is the ecu on them! started car today to see what would happan car is running fine. no chek eng lite nothn. pretty hard to scan when it has a mind of its own. will the codes still be stored! even tho light has gone off and car is running fine

yes codes will be stored even if it doesn't display the check engine light.
Here's some instructions, though they are specific to the 1G Mitsubishi Eclipse in the states but it's mostly the same with an early Evo. Diagnostics connector will be to the left of the interior fuse box which is above the accelerator pedal.
