Well that would be great if it covered what I was after I have looked through the LTSA site and it is not clear what the cc rating is for motorbike on car licence

Wrong. You cannot ride any motorcycle, regardless of engine capacity, power output or top speed on any Class 1 driver's licence. End of story. No ifs, buts or maybes. Go not pass go. Do not collect $200.
I have ridden a moped for years on a car licence as long as its under 49cc.

mrfixit you're missing the point. Yes you can ride a moped on a car licence, and the definition of a moped is above.
You can NOT ride a motorcycle on a car licence. Notice that the word motorcycle is not in the definition of a moped.

Only real difference between a full size motorbike & a moped is how you sit on it & CC rating. Seen plenty of smaller "motorbikes" creamed by mopeds Dang it, I even used to won a 50cc motorbike & that was on a car licence

You're confusing "what people get away with", with the actual law and applicable definitions. The OP asked a very specific question about the law, so that's the best answer to give.

Then you need a "motorbike" licence. If it's ON or under the above spec's then you can ride it on a Class 1 (car) licence.
The type the op is asking about is most likely a moped
