a local was sniffing petrol ,which exploded when he lit his cigarette. it was in the early days of ACC . he got a $30,000 pay out for the burns to his face.

Not that uncommon, I attended to a guy who was in the process of trying to siphon fuel (stealing) and he used a lighter to see better.

I think its more to curb insurance scammers. those that back into your car at low speed, while you are stopped, then claim you rear ended them so possibly they end up with a lump sum payment. Or the other one is while stopped at a pedestrian crossing, a person crossing throws themselves onto your bonnet and claim you hit them. Apparently that sort of thing very common over there, and when the driver points out the dash cam the offenders just drive/walk away and presumably wait for the next victim. https://www.youtube.com/watch?v=7c8uZf1KBqg some very funny ones here
