these things rust quite easily, within just days of being parked. i wouldnt be too worried, unless its flaking off

Its just surface rust from sitting. Soon as someone starts driving it will disappear

Yes as above no problems there, The next time someone puts their foot on the brake that surface rust will dissapear.

Surface rust from lack of use is quite normal. Look for uneven wear on the rotors surface and/or a noticeable lip at the edge of the pad/rotor contact area. Have a quick look at the amount of lining left on the brake pads, as a rough rule of thumb if it's 5mm or less it will need closer inspection.

Just remember that like tires, brakes are considered to be consumables, (i.e. they wear out quickly) and can be used as leverage on price or often a dealer will be more than happy to replace a few parts to clinch a deal.
