From nzta website:

If you drive without a current and valid licence, you risk:

receiving an infringement fine of $400
receiving a fine of up to $1000 if summonsed to court (this would likely follow persistent offending)
being forbidden to drive by police
having your vehicle seized on the roadside and impounded for 28 days
being declined vehicle insurance
having an insurance claim declined.

I used to get stopped on my motorbike as a young fella, wrong class of licence = $55. Was cheaper than doing the test.

I'd say things have changed now, as above.

L144, Drove without appropriate drivers licence, $400, no demerits

Edited to say, commonly they will offer compliance if the driver can obtain a class 2L within a certain timeframe.

do the test and then you have the license. Get one ticket, no reason you can't get ten more.
