Actually it's the opposite. People park at malls because cops and parking wardens, don't target cars parked there without a WOF of unlicensed. Whereas if they parked on the street in a CBD they would instantly get a ticket from the parking warden.

I'm not saying the police can't ping a car on the way to a mall. My point is you don't see cops putting tickets on cars that are parked on land that the mall owners share the responsibility to lease, for their customers to park their cars.
