Old toothbrush to scrub. That's what I used on my motorbike chain.

If you are trying to clean, rather than polish - I would recommend good old 'jif'. Works best with an old toothbrush, but just a rag or what ever will do.

There is a product called "Ripper", Sunshine Cleaning Products used to make it but there is another company now doing it. By far the best cleaner for anything.
Just spray it on straight (provided the wheels arent pollished) & leave it for a while then hose off. Sometimes if the stuff is really thick you may have to give it a rub or scrub, but normally it just rips everything off.
