previous owner pays catch up. However if it is subject to RUCs it's up to the new owner to bring up to scratch.

If the rego has been on hold, there is no catch-up to pay when it is re-registered.
Well, that's how it worked when I did it with my boat.

Trailers and exempt vehicles don't need continueous reg. but plate cancelled after 2 years.

Depends if you really mean unregistered (ie lapsed or deregistered), or just unlicensed, and what kinda vehicle it is and how old. Different requirements dependant on all those things.
Since the public registrations are closed, you must have an invite from a current member to be able to register and post in this thread.
