The local hire centre reckons you do need wof and reg,and thats why there nation wide fleet has of dolleys has been deleted.Their reasoning was that any tyre touching the road must belong to a registerd and wof vehicle.But of course thats crap as that would make all tow hook trucks unable to tow anything thats out of reg or wof.
Why ask the question if you already think you know the answer!

Apparently no. BUT In the event of being stopped by the police & or an insurance claim for an accident involving the "dolly", then having a wof & reg could & probably would make thingseasier to get through

Any vehicle "on the road" needs a wof and regi regardless of whether it is under its own power or not ie car or boat trailer. Even if only parked on the street, they must be current. Only exception I know of is if it is registered as Agricultural machinery i.e a baler, then it must travel below 20 km's per hour and still needs its regi.
