You will have to get it certed once it is fitted to your truck if his mate has already taken the cert plate.

I wouldn't worry about certing it. All my tow bars have no cert lable on them and they been on there for many years.

yea checked the ltsa and it says the towbar must have a cert plate with manufacturers name and some other bits and pieces, i may stil buy the one advertised and check it with my tail lift and if its all good then just get a local crowd in the manawatu to make me one as per sample,how do you cert it to the truck ! thx guys
