It's like this. Modern vehicle panels tend to rust over a much larger area then just what you see. Old vehicle panels like the Toyota tend to have rust ONLY where you see it, the rest of the panels will be ok most times.
It's a bit like 20 years ago, I could use the panel steel off an old whiteway 400 washing machine to do rust repairs. It was a total waste of time trying to use the panels from a Gentle Annie

It was more of a statement about how things have changed. The old Whiteway steel was a pretty std mild steel of comparable thickness to the steel used on a lot of 70's / 80's cars. The Gentle Annie steel was a thinner & higher tensile steel that behaved very badly when using an oxy/acet welder
With the old steel, what showed as rust on the outside surface, was mostly confined to the same area on the inside. 5 cent bubble outside / 50 cent size inside
With the newer steel, what rust showed on the outside was often a lot smaller then what was rusting away on the inside. 5 cent bubble outside / 2 x $5 note+ size inside
