1 - Would the person writing the notice be required to record make model year etc!
2 - That's more than likely the reason they require paperwork when private plates change hands and/or cars.
3 - They don't lapse, but when they aren't attached I believe you are meant to surrender them. You can also take pp's from a car with lapsed reg and transfer them to another vehicle.
4 - If you have possession of a set why not send away to have them put in your name then you can't have that problem !
