My research on this subject indicated that the only two factors that ACC used to determine which band to put a vehicle in were 1. the safety rating of your vehicle (as obtained from Monash University-Melbourne) and 2. the cost of the deaths or injuries that your vehicle causes to the occupants of the other vehicle involved in the crash. Heavy SUV's usually cause massive injuries or even death to the occupants of light cars.
The cost of the damage to either vehicle has no bearing on determining the ACC band (group) as this is covered by private enterprise insurance companies.
