Hi, how bad is this frame rust, Is it a wof issue? No holes only surface. Also how should I fix? If I wire brush, treat and paint will they say i'm trying to hide something?
That looks to be no more than surface rust. Clean it up and give it a paint or whatever. They can't fail on suspicion. It would possibly even pass as it is. If they do say anything keep these photos and show them. If ya keen give it a jab with a screwdriver, then you will know for sure.

Wire brush the loose rust, spray 2 coats of Dinitrol RC900 (aerosol) then overcoat with either a colour matched paint or underseal it. Dinitrol 447 in a can. All available in Tauranga.

"Funny" isn't it--THAT would be an instant Compliance fail. IMO -decent Bead blasting then seal then paint.

I would treat it with CRC rust converter then spray with fisholene, both available in a spray can from Supercheap and other suppliers.
Hi Im doing a similar thing Camper trailer. I brought some converter and got the spray first and thought I'm better with a paint brush. My question is after you use the converter do I need to rinse it off ,? Also what next please? . I don't have a clue. TIA
If you use the rust converter it sets to become your primer/undercoat. Then you paint straight over it once it is cured. If you spray on the fish oil, give it a couple of coats and this will last longer than paint

Leave the vehicle out side for a day or two to dry out.
