So anyone know where the 1000 driving vacancies are? Advertised anywhere? Are drivers on the list of approved immigrants?

I would seriously doubt that there are 1000 trucks loaded and ready to go but just parked up waiting for drivers.

It's just a lot of hot air on the part of Canstaff to make themselves sound important. Another example of "fake news".

there are many specialized jobs in the industry, its not a matter of just getting a license and off you go, you may have to operate a hiab, or swinglift, or artic on oversize loads,or trombone trailer with overlength loads,or truck and trailer ie metal spreading, or dg loads, or bulk liquid containers, the list goes on and to safely operate this gear there is a little bit more involved than just getting a piece of paper to say that you can, in the old days kids went with dad in the truck and thats how they learned all the different skills but osh put an end to that so now the kids haven:t got a foggy clue how the industry works, all adds up to driver shortage.

Things were brought in to try and improve problems in the industry, such as the Operator Rating System in this link:

https://www.nzta.govt.nz/commercial-driving/operator-rating-system-ors/ Its up to the *customer* if they chose the best price or best quality.
There is also the Chain of Responsibility to protect workers form people higher up, as this link explains:
