Silly question and I think I know the answer. Lost Key for the car, had new key cut. Unlocks doors but won't allow me to start car. Steering lock on, and can't turn key. Do I have to have a new coded key cut for it? Thanks

Have you tried taking the "weight" off the steering lock? In my experience though the 04 march has a "chip" key -so yes you need a coded key --or key fob

Yes you do, it sounds like its not recognising the key. What is the KEY icon on the gauge panel doing?
