Rather than an all-out focus on the cheapest option, I would be inclined to use an independent garage that specialises in the brand. Their price will be somewhere in between “cheapest” and “VW dealer” and you’ll have peace of mind that it’s been done correctly by someone who knows what they’re doing, using quality parts.

Check out local main dealer, often they do specials themselves and competitive (to independant garages) themselves - I've priced up and compared before myself:
"Please note that some petrol and diesel engines may require idler bearings, tensioner bearings, other bearings, water pumps or other additional items that is best practice to replace when the cambelt is being replaced."
So if you want the waterpump done as well (you really should have it done), along with the seals, Tensioner etc. it will cost a lot more.
Also the belt won't be genuine VW.
I suggest calling or visiting a few mechanics and getting quotes for the scope of work you want.

Yup, it might be just the belt the other stuff like tensioners etc . water pumps are not included.

As above though genuine vw parts aren’t needed as there are lots of quality aftermarket parts. Have a look on rock auto if you’re looking to do it yourself. If not just find a vw freindly workshop around you. Best do tensioner and water pump at same time.

I got 2x 253 tooth cambelt for my V6 Audi & 2x Drive belts ( alternator etc ) for NZ$150 from Rock auto this week. Inc P&P ( 2 boxes, from different storage places ) Continental brand
So, NZ$37 each Inc GST & P&P Continental 40297 @ US$14.31 each
But if it's your own VW, get the good stuff, get the whole kit & seals etc & check the Crankcase ventilation system too. CVS system is a 100,000 km replacement maintenance scenario ( along with gearbox & coolant system. )

I'd go somewhere where they do do that job all of the time. You want to be paying somebody who knows where every screw bolt plug & clip is, has the proper cam lock & crankshaft lock pins & jig. Has the proper levers for removing & adjusting stuff & knows what order to do it in & what to look for. There's no point in paying somebody to learn this 'on the job'.
