We need to push against this sort of legislation. If you are doing something legal you should not have to spend time and money trying to explain yourself only to probably be denied justice in the end.
Its like the whole "legal to use an un WOF'd car on the road for purposes of obtaining a WOF". You will still have to endure the sarcastic inferences of the Cop, receive the ticket and have to write in to try and get off. Admittedly this second case is an enforcement issue not a legislative issue but none the less poorly thought out laws make poor enforcement even worse.
Its pathetic.
