No. The belt tension is goverened by a small spring.

The trick here is to start with the motor on Top Dead Centre, fit the timing belt, double check the timing marks. All ok. temporarily tighten the belt adjustment wheel and spring. Look at the timing marks on the crankgear and housing. Mark them with twink if you like. turn the motor over in the direction of rotation One and Seven Eight turns thats approximately before 40 degrees before TDC second time around. loosen the belt adjustment wheel and spring. it will set its own tension and tighten it. Being a 2c check the condition of the keyway in the crank pulley. that shuld do you
